Even though his daughters are too young and unpredictable, Eli cannot help himself and decides to take them out, both haging from daddy's chest on their twin sling. The woods are nearby and people rarely take strolls at this time of the morning. Surely if Imogen or Ruth decided to turn into mischievous baby wolf cubs no-one would see them.
