Yes, that's Femme!Bucky from the apparently ignored-at-large Onslaught Reborn miniseries, with Jeph Loeb on writing duties and Rob Liefeld on eye hurting - I mean, art. Femme!Bucky was transported to Earth 616 at the end of Onslaught reborn (which, as mentioned before, was ignored at large for some reason.) I don't think it even came up on old S_D either, which is surprising considering the authors! (And for us to ignore something like this must mean the book was really forgettable.)
I've actually been hoping that someone would pick up on her being around and use her, but I wasn't completely sure if the story was considered as being part of mainstream Marvel canon because nobody really paid attention to it. Looks like Brubaker did, though.
