I just read this issue today. It seemed exactly like the '70s 'relevant' storylines, and besides, Superman can't be everywhere! His powers are made for the big things and yet he does manage to help with smaller events/incidents, too. What's the world going to say if there's an alien attack and Superman's off having coffee in a diner in Nebraska? *rolls eyes*
Every hero plays a different role. Batman is one of the most 'local' heroes there are, yet he manages to be an important part of the JLA and saving the world!
I just thought the 'new direction' was lame. He just came back to Metropolis and now he's leaving again? Whatever!
Interestingly enough, some of my favorite Superman stories involve him saving people multiple times to the point they think there's something special about them

One of my first mainstream Superman comic books that also introduced me to Argent, it's kind of similar to the stuff you've mentioned, basically, Argent is feeling down about how a tabloid wrote an article about how she was an 'alien' instead of who she really was so she wanted to talk to Superman about it. It was difference from yours since Superman doesn't directly inspire her, they basically go out on patrol and a man gets his house arsoned by a couple of kids because half of his face was scorched from a previous fire, so she catches the kids and makes them volunteer at the Metropolis Burns Unit. Superman only makes her realize her aesop at the end of the issue.
