-If the restaurant is busy and other parties are waiting to sit then you're costing them money. Since they could have started on a different group of people and getting their tips.
-If it's the servers time to leave. Usually (and I'm just going to assume most places function this way) there are only two shifts, lunch or mornings, and dinner or nights. Lunch servers will work usually from opening to around 3 or 4 pm. Dinner goes from 4 to closing. So let's say you started your meal around 2:45 pm and are still there "just sitting" and it's around 4:30. If you notice your server isn't doing anything, chances are his or her shift is over but they need you to both pay AND tip before they can leave. Some people that go out a lot know this and will sometimes "warn" a waiter or ask him to let them know if he has to leave in order to pay/tip. Same thing goes for late at night, if you know closing time is approaching it would be polite to ask your server when he's scheduled to leave (some servers stay on later than others, but there's always a time when a server is "cut" and stops taking tables, and just waits for the ones he had before he was cut to finish and leave) and if he says he's not leaving soon then you can stay around as long as you like. Likewise you could always ask him to just let you know when he needs to be out so that you can all be on your way.
I can tell you'd be a nice person to wait on though, you don't seem too impatient.
