I found mine at Summerwinds nursery a couple of years ago. I think they may only get them in seasonally along with the other herbs. I did have to ask about it though, as I'd been looking for one for quite some time. I think most nurseries just don't order that many and they're kind of hidden away.
Native plant nurseries might, or you could ask the California Native Plant Society when their next sales near you are. They aren't the same genus/species as turkish bay that is usually sold as a spice, but they're just as usual. However, they're a little stronger, you use a bit less than you'd expect.
The Bay Laurel is not the same thing as California Bay, which can grow into a huge tree. We got a Bay Laurel from Fiddler's Green in Fort Bragg, but I bet any reasonably good nursery can order one for you. They grow very slowly and are well suited for a small garden (unlike California Bay). Tough little trees, well suited for this climate; ours survived in a one-gallon pot for over a year.
