The basics:
-He's a vampire born of a particular clan that revels in instability.
-He will only ever be seen at night; he'll perish almost instantly in sunlight.
-Doesn't tend to kill people, not because he's noble but because his boss will hand his ass to him for it.
-He's detectable as a vampire through scent, aura, etc to those sensitive to these things.
-Any other Malkavian will be a part of the Cobweb, naturally, and therefore have a mild, convoluted hivemind-ish connection to him. Everything seems to come through it garbled, though, so it's less mind-reading and more a messy clashing of consciousnesses.
-Most practiced at the Clan disciplines of Dementation, Auspex and Obfuscation, forms of blood magic that he'll occasionally sell to others for a quick buck (even though this is strictly against the rules of the Camarilla). Using blood sorcery drains him both of energy and blood; he'll need to feed before and after, most likely.
Vampire: The Masquerade.
The vampiric Malkavian Clan are regarded often as the wildcards of the varying clans and covens. They are the kooks and lunatics, the jesters and spiritual advisers, the tricksters and the madmen. It's part of their curse; any mortal that falls into their Embrace becomes incurably mad. And they enjoy feasting on the blood of the deranged especially. As an upside, however, they are all connected by a bizarre hivemind of Malkavians dead and alive -- the Cobweb, as it's called amongst them. It allows them to see and know things that they rightly shouldn't, though what they hear and see are frequently fractured, incomplete or outright delusional. Insightful but unpredictable and often times liars, they are not favorites of the Camarilla but are tolerated within the organization (which seeks to protect and control vampirekind by enforcing the laws of the Masquerade, preventing vampires from revealing their existence to mortals). This largely seems to be because the Camarilla see the potential threat the Malkavians could pose allowed to be set loose into the world, and the Malkavians need their protection as their clan structure is chaotic at best. Although Malkavians for the most part seem unaware, it's fairly obvious that they are controlled, influenced and even brainwashed by their elders through the Cobweb, which all Malkavians are a part of and cannot escape.
On madness:
From their descendant Malkav, Malkavians inherit upon their Embrace the 'curse' of insanity, whether in one way or in various ones. This can take many forms, from clinically diagnosed mental illnesses that they develop (or already had developed in their mortal life, usually worsening upon death) to unfathomable oddities that seem to appear out of the blue. Victor has the strange ailment of picking up obsessive compulsions, utterly dedicating his world to them for a while and then suddenly dropping them and switching to a new one. Often his compulsions center on objects, people and rituals (most common for him by far is the compulsion to collect/hoard as many samples of one thing as he can and organize them into intricate patterns/orders/categories), but occasionally they will stray to ideas. Being prevented from following his compulsions can push his mental state to breaking point -- and eventually to Frenzy, which nobody wants to see. Especially not him: it isn't dignified, and a frenzying vampire is a danger to everyone (including himself). His constant switching between compulsions not only makes his actions disjointed, but fractures his entire personality: it obscures who he actually is, if there's any of 'him' really left. It's hard to tell what nuances decide his obsessions; mostly it seems driven by a strong desire to understand the world as he perceives it, and his bluntforce logic takes that to mean organizing what bits of the world he can get his hands on. Frequently he's delusional enough to think that he's found the answers to all of his questions in a smorgasbord of stolen items, before frustration descends again and he goes in search of his next collection. He has poor impulse control and occasionally his obsessions seems to hit the point of fetishism. There's also the fact that, being part of the Cobweb, sometimes his actions are not his own but the will of other, more powerful Kindred -- utterly without his knowing.
sidenote: I'd hesitate to call what Victor suffers from a permutation of OCD (or any existing disorder of the mind) and am generally treading softly regarding naming mental illness. No offense is meant by this character -- his compulsions are in-game characteristics brought on by the fictional world he inhabits, and the warping effect the Malkavian hivemind has canonically. Don't hesitate to contact me if I make anyone uncomfortable.
Setting:
I'm pretty free-floating with Victor in terms of location and even time can be bent, but if nothing if assumed or said by anyone else I tend to default to Detroit, with his Camarilla Prince being called Colette the Cane with a Sheriff named Efisio. He resides (but mainly works) in a warehouse abandoned in Detroit's industrial collapse of the 60s and it's a very creepy place indeed. Most of the official Camarilla locations in the city are run on the insides of other such abandoned buildings, which are common there.
Little facts:
-Born in Vienna, Austria; German is his first language.
-Hates loud noises and is phobic of fireworks.
-Was heavy in drugs while alive; mainly speed, coke, and ketamine, among others.
-Excellent at accents. He's probably putting one on at any given time.
-He actually really likes humans. Doesn't stop him eating them though.
-Speaks in plural form as a 'courtesy' to the hivemind; not all Malkavians do this. There are subtle differences between the times he uses 'I' and the times he uses 'we.'
-Has basically no sense of personal space. Kind of creepy.
-Owns a grey kitten called Snackbox.
