I've come to a realization.

You can tell a lot about the quality of a game...

...by how much care is given to making the characters look convincing and realistic in cutscenes.

Case in point: Gears of War, the characters have extremely realistic emotions and facial expressions -- and very fluid movement when under the command of the player. Genesis Rising, movement is very stiff, emotions difficult to read.

Half-Life 2, I don't think I even have to explain Half-Life 2.

WarCraft III, even on the in-engine cutscenes, the characters "wahwahwahwah" jabber tended to match their personality (Arthas comes across as 'what the fuck ever', the generic Archmage comes across as 'I don't have time for this shit', the generic paladin is 'WE MUST SAVE THE YOONEEVARSE', etc.).

Call of Duty had some classic moments, such as the scene in the Russian part of the game on the boat, just after the player gets off, with the sergeant standing up on the box repeating "One man has the rifle, one man has the ammo. When the man with the rifle goes down, the man with the ammo picks up the gun and SHOOTS!"
