It's godless anarchy in regards to both questions. The floods are useless at best, dangerous at worst - I can't imagine they're on purpose, but no one's taking the fucking initiative to find out their composition and find a way to block them, and there is no leadership whatsoever. Both groups are too busy squabbling.

Years, as far as I have been able to determine, and I often think so. I'm sure everyone wants there to be a system, but also everyone wants to be in control of that system. There are too many dominant personalities. You don't get cooperation by putting 75 egotists with trust issues in the same room, no matter how beneficial it would be for them to organize.

A real governance is a work of art, though; it can only be accomplished by a coincidence of extreme fortune and extreme force. We are in the "warring tribes" stage of that evolution, I believe.

Governments are formed with the ascension of a true leader, one who is Destined to take command. If none of these egoists you speak of have successfully done it yet, none of them will. What this place needs is the right man at the right time, and history will take its course.
