What is this place? Who's in charge here, and who has the arrogance to assume they can bring me here against my will, hold me in ignorance and keep me caged amongst strangers?

I can't answer that for you, sir. Most likely, it's because someone disagrees with some of the services, or the cost of some of the services, that you provided for your city.
