Zhengzhou Regional Banks

Plainclothes "police" beat protestors trying to get their savings, or at least, explanations out of a group of regional banks in Henan. The protest finally occurred after authorities previously misused the COVID system to flag potential protesters as "red" to prevent them travelling.

Government authorities now blaming the lack of liquidity of these banks on shadowy cartels, possibly related to those that beat the women in Tangshan recently, controlling the banks since 2011.

Not explained, how did a cartel get away with this for over a decade without authorities becoming aware of this. You'd think corruption was required, which asks how did Xi's government not identify what was going on here? Too busy cracking down on celebrities because Xi was jealous? Or too busy blaming foreign journalists for the recent floods in Henan province?
