I don't know, there may be. Some of the curses have seemed awful and everyone knows that it's not some unassailable Deity causing them pain, it's their fellow citizens - people that they can get to.

To be honest, I'm not sure its a desire to not cause pain that stops me, but rather the fear of being caught. I can almost rationalize the former.
