Am I doing the flax wash wrong?

Yesterday I tried washing my hair with flaxseed.... and I totally failed. =(  I doubt it's just because it doesn't work for my hair type or anything, because it just didn't seem to make my hair any cleaner at all. So think it must have been something I did wrong. Can you tell me what it is?

I got a cup and a half of water to a boil, put in a heaped tablespoon of flax seeds and a bunch of dried rosemary, and let that boil on low for about five minutes. I then strained this into a bowl and steeped some mint and raspberry tea in it. When it was cool enough to touch, it was gooey, but still more liquidy than it maybe should have been. I could still easily pour it. I wet my hair in the shower, and used a squirt bottle to apply the stuff generously to my roots, scrubbing and massaging for several minutes. I then used the rest of the stuff to cover all of my hair (there was plenty of mixture!) and scrubbed some more. I let it sit for a few minutes, then rinsed it warm, followed this with a mild acv rinse on my tips, and rinsed this cold.

When my hair dried, it was pretty much exactly as greasy as it was before (only more noticeably so, because the grease had moved down my lengths. Bah.

Where did I go wrong?

A few months ago, I made a similar flax wash, only I used a lot more flax (and rosemary, clove, and black tea), so it was much more gel-y and goopy... I had to bring the bowl into the shower and scoop the stuff onto my head. I had pretty much the same results. I'm only mentioning this to show that I don't think the amount of flax used was the problem.

All you flax people with beautiful hair!! What am I doing wrong? This stuff is supposed to be able to clean my hair, right? Or am I misunderstanding something? =( This is the most sebum-y my hair has been since I started no-poo, and I have to go wash it again today. Sigh. Help?
