i quite soon switched to just treating my scalp the same as the skin on my face -- face wash in the shower, then a moisturiser (a light, fairly liquid moisturiser, with no sunscreen).
i only used the face-wash because i'd occasionally get small pimples on my scalp, especially in winter when i had a beanie on all the time. if your scalp's dry, you could probably just skip that bit, and just massage it vigourously with the pads of your fingers under running water, and then give it a light moisturise when dry.
if it's really flakey, you could try giving it a (very gentle!) scrub with a (clean!) nail brush, followed, again, by a light moisturiser when dry -- it sounds a bit full-on, but it should be more like using a body brush (to exfoliate and improve circulation) than like scrubbing the floors! gentle, circular motions with moderate pressure.
i didn't switch to the oil cleansing method for my face until after i started growing my hair back, so i have no idea what it would do for a scalp. it has been marvellous for my face, but i suspect that even a very light oil would be too think for a shaved head -- moisturisers and oils do have a way of clinging to just the stubble and never making it down to the scalp, i don't know how or why that happens, but it looks ghastly and doesn't help anything!
i found that a light/liquid oil-free face moisturiser was most likely to actually make it onto my scalp.
and if you can persuade someone else to use it to give you a scalp massage, even better! ;-)
short version, i think, is ditch the shampoo, try gentle brush exfoliation to remove debris and improve circulation, and moisturise moisturise moisturise (nothing to thick or clogging, though).

I have a nail brush laying around so I think I'm going to use that the next time I shower. I do use a lotion on my head, but it's not for the face or scalp.... I will try using face moisturizer now, though. I use OCM and don't need moisturizer for my face anymore, so I think it's going to be kind of funny going out and buying one that I'm going to be using on my head. :D
