It looks like they will contain an ad link in the promo text. Much like sponsored journal layouts and mood themes, these integrated advertising methods put advertising in front of paid and permanent users. However, sponsored journal layouts can be mostly avoided with ?style=mine, and sponsored mood themes can be mostly avoided by using your own mood theme on your friends page.
But there is still currently NO way to block or filter V-gifts, even to avoid harassment. They can only be deleted after the fact. Offering them for free could not only push advertising to paid users, but enable cheap and easy anonymous harassment of users, unless the message is set to only a promotion text.
