winniewong states in rt #1731 that "Free Accounts" are now "Basic Accounts" because "Sponsored+ Accounts" are also "free."
this can be seen on create.bml.
Basic (Free) Accounts are "free" because you don't have to pay money to use it. you do however "pay" when you visit a Sponsored+ Account's journal or bml pages that are within Sponsored+ "journal space" and you get a bunch of "Get A Paid Account" nags around the site.
