A fight has been what he's been aiming for all along, and I suspect that he doesn't care about the cost along the way. He'll be more than happy to throw troops at whoever comes at him. I also doubt that what we've seen so far is all the resources that he has available. He'll have to be dealt with later. First we should focus of getting Haru out of there.

Kido is a sort of magic, that can be used to bind, to attack, or to heal.

Restraining, and preventing the use of abilities. Most people don't use this sort of magic, so they might not have much of a resistance to it.
