Anyone know how to find an IP address of someone who doesn't necessarily want it found? Wow...that sounds evil, huh?

depends on a lot of things

is the person on a dialup, or cable/dsl? if its a dialup... forget it.

easiest way i can think of is to check the log files of a site you know they have been to or are going to visit. if you could trick them into visiting a certain link in which you have access to the log files, it would be cake.
