Wintersday is neat and all, but I really wish that the Tixx stuff wasn't a dungeon. I really can't stand the whole LFG spam (sending it out or seeing it all over map chat, both annoy me). I miss being in a large alliance

have you tried the dungeon? I was afraid of it too until I dove in. it only takes ten minutes and it's actually quite fun and clever. it's all about toys and the holidays and you do assorted tasks with various holiday themed critters and whatnot. you should give it a whirl. even with a PUG it's easy as cake. I'm usually too scared to get into dungeons but this one is festive and fun and not at all frustrating. I had a good time.
edit: I just read your edit. lol. I agree about not wanting to be forced into dungeons, though. yknow, I'm usually obsessive about finishing holiday achievements, but GW2's are just too much for someone who works now. I don't even vaguely have any interest in the weapon skins and the miniatures don't hold the same interest for me as they did in WoW and GW1. bleh. I may make one by the end of this.
I did the dungeon in Divinity's Reach today too, and that was also fine. Still didn't really enjoy the process of looking for a group, but once the party was formed it was pretty easy

I haven't even tried the bell choir. I don't know where it is.
As for minis, I hate that they vanish if you don't carry an invisible bag with you. Having to remember where to put them, so they don't get auto sent to my bank is my real problem. That, and I hate the fact that they're not found IN THE WORLD. You have to purchase them from the gem shop. Fail. I liked WoW's system of them being in the game world.
You get to the bells by talking to the NPC near the center of Lion's Arch. There are three holiday NPCs near the mystic forge, one for the bell choir, one for the jumping puzzle, one for the PvP-ish snowball fight thingum area. Though I haven't tried that last one so don't know all the details of that.
