I think Hidden Waterfall for your application. It's similar to Hidden Leaf in a lot of ways (which was my other thought when I was reading your application), but it's near water, has spring-like weather, and more rural/country-like. Their leader is exactly like how you described your ideal leader to be! Your adjectives make me think you'd get along well with the residents of Hidden Waterfall as well. :)
