I think The Hidden Waterfall Village for you somehow - it fits your descriptions on how you want the village to be like and it looks like the type of country to have a not cold but at the same time not hot weather, plus it looks like it's located near the water too. Looks like the type of village you'd love to be a part of.

I saw some Hidden Star, but overall I think Hidden Waterfall fits you more. You said (multiple times) that you want to live near water, it's a more rural village compared to the others, it fits your more moderate weather, and it has the type of climate//"atmosphere" that you want (as opposed to say Hidden Mist which also fits a lot of your physical requirements but man they are HARSH there...)

I see a lot of Hidden Waterfall for you as well - it's a rural area near water and the weather is not very hot and not very cold. Plus, the symbol of your village would fit it too!

The village that's small and close-knit where there are fewer shinobi is definitely the Hidden Waterfall Village. It's a tiny but strong hidden village with water, the element that is your favorite. Plus, their methods of discipline and training aren't as severe as a village like the Mist's, so the Waterfall would be more likely "forgiving of mistakes".
