in Japanese, artist doesn't mean people who draw. They mostly mean people that create art in form of music. Like on agency official sites, singers/bands are put under 「List of artists アーティスト一覧」
There is kind of this culture(?)...way of thinking(?) that idols put their fans first while artists put their work/project first. Not to say either one is better but they are different types of people catering to different needs.
