In the fourth pic, it's Ianto and Tosh who are mirroring each other.

And Ianto is the only one who kneels by the body after Owen shoots Jack.

Gwen goes into her policewoman mode of trying to disarm Owen, so Jack is forgotten by her. Tosh is just totally shocked at Owen and that is where her focus is and you are correct in that Ianto is the only one to focus on Jack.

That they are, there are other examples of Tosh and Ianto side by side looking similar. I see them having a nice close friendship.
