An Ethical Dilemma

Currently I'm shopping around for a new motorcycle. During my search, I have reencountered a shopping practice that makes me uncomfortable, and I just wanted to hear the opinions of some friends on the matter.

Hypothetical Situation: Seller places an advertisement for a motorcycle for sale for $2000. Buyer can only afford a motorcycle for $1600. If Buyer express interest in the bike, and then shows up to look at it with only the $1600 cash in hand, is this:

1.) a waste of Seller's time?
2.) okay because it is accepted as part of the haggling process?
3.) manipulative (ooooOOOooo, I have CASH!)
4.) ???

Questions:
- MUST buyer state beforehand that they only can afford X dollars?
- Or, is this unfairly taking way the buyer's "playing chips".
- And what if info like the Kelley Blue Book value is only listed as $1800, who's in the wrong then?

Opinions please.
