It really all depends on what center you work at, and the other teachers that you work with. We let our kids play whereever they wanted, but certain things had to stay on certain sides of the room (like paints, for example). It also depends on the age group you are working with. I worked with infants and toddlers, and they were pretty much allowed to play with whatever wherever. The 3 and 4 year olds were only allowed to play with certain things in certain areas, but they weren't confined to one side of the room. They did have to clean up before they could go to another area, though.

As far as holding them, it's not wrong, but it's generally easier if you don't get them used to being held all the time. It really depends on the kid and their age, though. Infants you are supposed to hold as much as possible. Older kids don't get held as much. As they get older, they are supposed to develop more independence, and they can't do that if they are used to being held all the time. That said, it is ok to hold them sometimes, especially if they are hurt.
