In America Jews captured the power from WASP they totally control the country thats why they are currently so happily call themselves "Americans". Not so sure about France. There was a scandal regarding this matter couple of years ago between France and Israel when some French Jewish woman was drawing anti-semitic graffiti to make France look bad. Non-Russian Jews of Russian origin are those who for example emigrated from Russia to US using Lautenberg amendment. This was a part of cold was era US strategy to alienate Soviet Jews but funny thing is that it is still in use by the US now, over 15 years after collapse of USSR. To emigrate this way, Jews have to make a statement to US immigration officials that they are not Russians and suffering from state antisemitism (in many cases actually being Party nomenclature, communist elite) so by doing this they basically voluntarily put a mark on their faces saying "Anti-Russian traitor". And there are lots of Jews who did that, hundreds of thousands if not millions. So they can not be called Russians after that even if they are re-emigraged back to Russia and still have Russian citizenship like some of Sup persons. Of course there are some few loyal Russian Jews too but it is well known that Sup's persons belong to category described above.
