I think it's due to programming more than anything. I've tinkered with making my own game before. In RPGmaker2000 you have to make your sprites off screen, then during an event you bring them in via walking or what have you. It's probably the same with FF7, but due to programming, it shows up when it's not supposed to. The very fact it exists on that PARTICULAR screen, and not the close up of the flowerbed where you meet Aerith after the beginning of the game, indicates it was intentional. The field file for the two screens are seperate, so it's not just a random appearing leftover from coding of when you first meet her.
I've experienced a LOT of behind the scenes incidences while messing around with games.

I won't mention the name of the game due to how embarrassing it is (unless you really want to know) but I'll quickly explain what happened. This was my second time playing through the whole game and I wanted to take different routes, just for fun. So as I am walking to get to the first boss, I noticed the road that will take me to the final boss was open, so I follow it. What happened was that I fought the final fight with my rival in the start of the game, but this fight was supposed to occur towards the ending. So I think the game makers didn't bother making the adjustments because they assumed all players will follow the correct path. Sorry for wasting your time blabbing on about that. lol.
Hopefully these kinds of things don't happen nowadays. But I would have been freaked out if I was you, lol. Aerith seeing her own ghost, that's deep. :P
Wow you've experimented with making your own game? That is so cool! And I understand what you are saying and it makes allot of sense. :D
