The new Headmistress is a tad authoratative but otherwise I believe she is just reiterating rules that were already set in Hogwarts. We've all known we shouldn't enter the forbidden forest and we can't be out past curfew, why does anyone find this surprising?
Hogwarts is an educational institution not a meet and greet. I think we've all become used to lax rules for far too long. We should have been following these rules when Professor Dumbledore was headmaster, we took advantage of him horribly. Perhaps now we can all appreciate what a great man Albus Dumbledore is.
