Finding Xemnas out and about was therefore rather interesting. Or at least, more so than anything else.
"And to what do we owe your presence~?"

He looked up and nodded in greeting.
"I desired some fresh air."

"What, your mansion doesn't have a moon-gazing deck?"

"It would have been a waste of resources," he replied drolly, "when there is an entire world in which to breathe freely."
And such an architectural decision would have invited more than just mere thieves. He did not desire to be disturbed when he was working.

"I trust your Guild is well, Larxene?"

"Well enough," she answered with a shrug. If there'd been problems it would have been obvious.

She didn't let her elation show on her face, though, merely waving a hand in a sort of 'yes, yes, fine' gesture.
"He never passed his entrance exam." Because she'd set him up for failure.

It would give him a chance to see things himself, as opposed to hearing it second hand.
"Did he?" He had thought Kefka's name had been on the register. Interesting.

"Mmhmm~," she answered with a slight grin. "He couldn't beat a dragon."
For... a given value of dragon that included such things as 'that one everyone knows about but never touches on pain of death'.

"I see," he said. "Then he is currently Guild-less?" The thought of Kefka not being under someone's supervision was chilling. Xigbar did not count - who knew what they did.

"I trust the dragon has been extinguished?" The last thing he needed was a repeat of the last time a dragon wandered into town.

She didn't need to tell him that it had been the one to wreck the town. Why bother, when it would only mean that the blame would land partly on her, for having used it in the first place. No, she'd let Xemnas think that dragon had been driven to attack by someone else. She could do without the blame.
