So the lockdown went up to contain the demons and their summoners. No civilians can get out, even kids or the elderly, so there's always that risk of being killed.

...The government was quite quick in putting up the lockdown. That's because they're forewarned about a cult's activities.

The cult, Shomonkai, want to gather enough followers and summon their god, Belberith, in order to overcome God's ordeal. Ironically, their actions made the ordeal happen sooner...as the lockdown.

Because of them, the government must find a way to deal with all the demons or else they risk failing the ordeal.
