[ 8:00 PM. Suddenly, all over Neo Genesis, all of the channels begin broadcasting the same thing. Senator Johan Liebert, standing before a podium, giving a solemn speech to the camera: ]
Fellow citizens of NeoGenesis...
On February 7, a military coup d'État was performed under the pretense of a state of emergency. Led by Sergeant-Major Gilbert Beilschmidt, a group of high-ranking military officials conspired to sieze power from the government. By enacting martial law, this group of conspirators sought to drive the city to civil war, and in the ensuing chaos, transform the government into a dictatorship under the rule of Beilschmidt.
The reason I am able to stand before you today to tell you all of this is because this coup has been thwarted. I and the rest of the Senate have been effectively under house arrest until today. Our protests were silenced under threat of execution if we did not cooperate with the military's plans, but I and several others worked in secret to unveil and capture all members of the conspiracy. At last, we are successful.
NeoGenesis, your lawful government is once again in power and we declare an immediate end to martial law. You no longer have to fear for your lives, you no longer face censorship under penalty of imprisonment or worse, and there is no more curfew. We are free again.
The following weeks will be a time of reorganization for our government as we seek to repair the damages brought about by this difficult time. We beg for your patience and ask you to remain calm in a spirit of cooperation and peace. We understand that you are angry, but the men responsible will be punished and their trials are forthcoming.
The last time I came before you, the words I spoke were forced out of my mouth with a gun to my back. Today, however... these are my own words, spoken with sincerity, spoken in truth. I will see to it personally that NeoGenesis remains a free society. It's my promise to you, my beloved city.
[ The camera lingers on his calm, sympathetic visage for a few minutes before cutting off. And the televisions begin broadcasting their regular schedules only for a few minutes, before the news channels all over the place take over, repeating the same news in varying words. The military rule is over. It's over. ]
[ ooc ; Yes, the war state is over. Power has been returned to the people and its governmental leaders, instead of the military personnel. There are, of course, some twisted truths in Johan's words -- who's to say that the Alpha-Omega didn't just allow this to happen? -- but the essence is the same. Over the next few days, the military will be retreating back to their bases and stations, and the curfew will be removed. The police may be on guard, to prevent any post-curfew riots from rowdy citizens, and political tensions may be high for a while, but otherwise, the city is slowly returning to the way it is.
