This comes from Euro News. The full text (which isn't long) for archival purposes:

A controversial Vatican document outlining restrictions on homosexuals joiningthe priesthood has been published. It says practicing gays cannot be ordained but those with what it calls "transitory tendencies" can be if they have overcome them for three years.

Vatican analyst Orazio Petrosilo said the Catholic Church identifies three grounds for exclusion from the priesthood:

"First to be an active homosexual, secondly to have present deep-seated homosexual tendencies, third to belong to the so-called "gay culture". This is of course new because 20 years ago, there never was a gay culture," he said.

The document has been praised by Catholic conservatives but denounced by liberals within the church.

The document, released some 7 months after the election of Pope Benedict XVI,re-affirms existing policy that many within the Church believe has not been properly enforced.

This is new, because twenty years ago, there was a thriving gay culture--worldwide--so where were they??
