I do not think getting The Black Pearl or eternal life ( or bringing him Gibbs ;_; misses his first mate)... would be wishes that would be granted in the keep ... but I can see all the trouble EVER if the dear pirate finds out.

is that how it works? Finding out? Or is it just wishes at the time? Are the rules stated or is this a " you find out later" sorta gig?

A person can definitely find out that Tammy has a djinn and can grant wishes. But Antalyon doesn't need someone to specifically wish from him; he is quite all right with people telling Tammy in casual conversation that they wish something would happen, or that they had something, etc., and taking that as all the verbal permission he needs. The price is obviously thus later discussed (between them; OOC we would have talks, of course). And by later I mean when they are dead.

So yes, come to me, Captain Jack, and tell Tammy what you want.

(Unfortunately those wishes are definitely too big--though Anty might be able to swing giving him a tiny little Black Pearl replica? A wish gone awry?). And no djinn grants eternal life, as then they could never get their fee.

IN FACT I know that he and Malkus are close, and Tammy is fond of Malkus...perhaps we could try and drag him into this? If Tater is up for having Malkus make the wish, that could be a way to get this done as well.

So! Just out of curiosity. What kind of memory would a moderate-sized TV, a DVD player, and a movie collection cost? Would that be a possible wish, or would it count as three wishes?

Well, if you wished for a tv/dvd combo, then it would be two medium wishes. It would cost the wisher an hours worth of memory each, and of course what memory those are is up to you.

That said, the djinn only has the power to grant one medium wish a month, so if he wished for one it would take 30 days before he could get the other.

And would it just like, appear in his room at some point and he'd have no idea why, or would he actually have to discuss payment with the djinn?

There would be discussion with the djinn--though in Bobby's eyes it will just seem like he's talking to Tammy. If he says that in front of her, Antalyon will instinctively try and take control; Tammy fought him back last time, but she can't always do this and fails more often than succeeds. At which point Antalyon would ask Bobby what he would give for that collection. His answer can be anything you like, and we can proceed from there, but essentially Antalyon will discuss the terms prior to granting the wish. At the moment the djinn is aware it's lost power but it doesn't know quite how much yet.
