canon powers, skills, pets and equipment:
Branch of Sin - Rokuro is a Deadman, someone who can use their blood as a weapon. We get one tiny glimpse of him using his power while he's fighting at Nagi's side to secure the elevators. There it looks to be something of a black shield, but he undoubtedly knows a way to fight with it offensively as well (see non-canon powers).

Rokuro is also skilled when it comes to electronics, able to hack and manipulate them. He's good at predicting outcomes, though not as good as he'd like to think. He's also knowledgeable of explosives and how to combine this skill with the above.

He's also good at espionage and being a weasel. (See history and personality).

He will be wearing a functional collar from the prison

non-canon powers:
Because we don't get a real look at his powers (and probably won't, though I'm hopeful), the Mist will have to give us Anatole's version. Rokuro's Branch of Sin will turn his blood into a whip-like form that will become a noose if it can get around an opponent's neck.

canon history:
Ten years ago, Tokyo was devestated by a major earthquake. Though tragic enough in its own right, there was something else -- Deadmen. Deadmen were humans who became infected with the Nameless Worm and could suddenly use their blood as a weapon. It's probably no coincidence that Deadman Wonderland, a public prison with a private dark side, was formed afterwards. Scar Chain knows about this dark side firsthand. This group of Deadmen formed because they want to expose the prison for what it really is and to make the outside world aware of Deadmen and Carnival Corpse, battles where they're forced to fight each other and the loser often pays a high price through the Punishment Game.

Bundou Rokuro is in charge of intelligence for Scar Chain. When Ganta is recruited for the group after his Carnival Corpse fight with Minatsuki, he is the first and only one to speak out against him. He was too new, too untrustworthy. These were important plans, his plans, and the last thing he needed was some newbie bringing trouble with him. And he seemed to have a good point when Ganta tried to tell the others that his Branch of Sin didn't work against Genkakku. But the video footage that Rokuro brought up showed a different story. Ganta just missed. Rokuro was quick to declare him untrustworthy. And the last thing that Scar Chain needed was someone that they couldn't trust.

But Ganta did eventually join them. And he was told the plan. They would move during the week that a team of inspectors came to Deadman Wonderland, when the prison was forced to be on its best behavior. They would slip a data chip containing the truth to one of the inspectors and expose it. All they had to do ws get it to him. Rokuro put the chip together and was to work with Nagi to turn the elevator on. He was confident that everything was going according to plan.

His plan, which wasn't the same as Scar Chain's. Rokuro was confident because he things that the others didn't -- for instance, he knew that he was leaking information to the Undertakers. He knew that the elevators weren't going anywhere. And he knew that the data chip was really a bomb meant to blow up the deadmen and the inspectors.

There was only a 2% chance that Nagi would make it past Hibana and him to activate the elevators, but he pulled it off. But it wasn't so bad since he was injured and captured as a result. The bomb would take care of the rest. But when that part didn't go according to plan...Rokuro flipped out. He returned to the survivors of the failed mission, along with some backup. And it seemed like he'd been hiding a lot more than the truth about his plans. Calm, cold, and calculating before, he was animated now. In short, crazy.

Since his plan was destroyed and his bomb discovered, the remaining Scar Chain members were now his hostages to be executed one by one until Nagi agreed to become an Undertaker. And he took great pleasure in the thought of starting with Ganta, especially if he could be killed in a flashy way.

He just hadn't planned on a certain Deadman named Crow showing up and turning the tables.

personality:
Bundou Rokuro is a bastard.

Don't expect him to hide it if he doesn't like you. He is insulting and doesn't bother trying to hide it. But he is quite capable of hiding things. Traitors usually are. He has no sense of loyalty and even spilled to Karako when at the mercy of her fists. He doesn't trust easily, but given that he's completely untrustworthy himself, it's the textbook example of the pot calling the kettle black.

He's outspoken and sometimes you can see the disdain he has for someone or something by how he rolls his eyes. He has an odd habit of cracking his neck. But other than that, he seems to be pretty calm on the surface...most of the time. Because when he snaps, it's obvious he's more batshit crazy than zen. His expressions twist, his words become nastier, his head bobs from side to side. He could be Minatsuki's brother, if Yoh wouldn't kill him for it.

He is most definitely two-faced.

This is all made worse by the fact that Rokuro is highly intelligent. He speaks in percentages. He is most likely the one who manipulated Minatasuki's Punishment Game. He is the one who hacked the G Sector footage and edited it so that no one would know that Ganta couldn't use his Branch of Sin against Genkaku. Because of this, Rokuro has an ego. Despite the fact that he was a mole working for someone else, he always called it his plan. And he was confident that his plans and calculations were right.

Rokuro has all the makings of someone who could get the job done...if only you could trust him.

why do you feel this character would be appropriate to the setting?
Deadman Wonderland is full of cruel and extreme conditions. The collars, the Carnival Corpse, the Punishment Game. There's probably nothing he hasn't seen. And as a Deadman, fighting is literally in his blood. But fighting is his last resort. He'll try to survive by being a lying little weasel first. (Hey, eagles soar, but weasels don't get sucked into jet engines!)
