Unfortunately I think you need to make a complaint - you aren't able to concentrate on learning what you're there to learn when you're not being supported by your supervisor. Sounds like he's just pocketing the extra money and skiving.
I'm pretty sure it's actually illegal for you to be left alone with the kids - you're not a registered teacher. Out of interest, do you have a working with children check? Because if you don't, that's another strike against the supervisor.
Can I suggest you make your initial complaint through the uni's liason officer for the school or the coordinator of your placement programme? If they aren't brought into the loop about the problem, they may get grumpy. Also, they have much more power than you do in this situation so use it.
Kate is right. Even with your WWCC, it's illegal for you to be in the classroom AT ANY TIME EVER without a teacher registered with VIT. Your supervisor is breaking the law.
At this point I'd go over his head and speak with someone with the authority to kick his ass. Being a student teacher is hard (and scary!) enough without the people who are supposed to be helping you well, you know...helping.
