Gibbs and Vance create Star Chamber

Hello, I'm looking for a story that I read a long time ago, right after Vance appears.  Tony finds out that Gibbs and Vance have been running a Star Chamber.  They are killing off suspects that they can't prove are quilty but "know" they are.  I can't remember much else, it's been too long since I read it.  Any help will be appreciated

I love it, I've read that a few times, I believe this is the story that led me to make my request. I'm waiting for the next part, I pray they are righting the next part soon. It's that good.
