The award for Best character development of the ep goes to:
Charlie: She's still lovable good and kind hearted Charlie, but she's also Warrior!Charlie. She's becoming quite the leader. Her eyes are no longer 'La vie en rose', as it were, but she isn't angst-emo-jaded either. She's becoming competent, tough, a true fighter, but she still has her core. I was worried that they'd change Charlie into some PTSD-ish hard-ass after the last episode, but they didn't. YAY!
Rachel: I didn't know what to think of her at first, but this episode really shined the light on her. She started off a strong and morally led woman, but years post-blackout and she's become a sort of defeatist, selfish and willfully ignorant. But along that, she really didn't want to hurt anyone. Her conflict with her former self and her current self is interesting. I detest her on one hand, yet I feel for her on the other.
Miles:"Dickishness" aside, you do have a heart tin-man!
Aaron: And you, oh cowardly lion! Hear you roar!

Anything else: PETER PAN! As soon as I heard Peter's name and saw the colony of kids, I lost it. I LOVE Peter Pan. And it's about damn time they found out about the pendant... it was killing me!

I love Wizard of Oz comparisons!

Coz that's it exactly. (Wizard of Oz crossed with Star Wars crossed with Alice in Wonderland)

They're off to see the wizard, who's in Philly and he's a fraud (I feel like while probably a little crazy Bass is also putting on a front that will crumble when he sees Miles again):

Charlie to find a way home (aka Danny and Rachel), Miles to get a heart (aka face his past), Aaron to learn courage (aka solve the energy crisis mystery and save the world) and Nora...to get a brain? That's not right. *laughs* it's coz I don't really understand why she's going at all!

Whatever she owes Miles for it must be pretty huge to venture to Philly to face Monroe at Milita HQ.
