What I want to know is this:

When did we go from being a "Create and invent madly together, and have lots of fun" MUSH, to generally a "Get permission from propcos and staff before doing anything at all, and if it isn't specifically describe on the wiki, you can't do it" MUSH?

I'm discouraged to the point of hardly logging in and actually playing anymore, because I feel I cannot RP without asking permission in advance before I do anything at all. I have retreated to the safety of my IC house or to pre-arranged scenes, preferably in props that have no active propcos. And I rarely post logs, because I have no desire to get in trouble OOC for posting logs of IC scenes that do not toe the line of the strictures of some prop wiki.

I know this isn't the way the game was designed to be, and it didn't start out this way. How did it get this way? Why is the strict control of a prop so important that it's perceived as better to maintain a rigid definition, than to let people use their ingenuity, their creativity, and their inventiveness to contribute, grow, develop, and build that prop into something vibrant...you know, cooperatively, as intelligent RPers?
