I would try a simple sugar scrub especially for your face - it shouldn't be harsh enough to flare up your pilaris, but it will get rid of your flakes and help with dullness. I use half white sugar, half water or EVOO depending on how lazy I am. Massage onto your face and neck in circular motions, let it sit for a moment or two, then wash off with cool water.

Do you use this every day? 3 times a week?

How does your skin feel with water/sugar vs oil/sugar?

Sorry! that would have been a good thing to include now wouldn't it? I use it a couple times a week all year long, though my skin gets a little flakier in the winter so I use it a bit more then.

I find water/sugar and oil/sugar to make my skin feel pretty similar. The oil is a little more moisturizing, but I'm not a fan of feeling oil on my fingers, so that's why I lean more towards being lazy and using water.

so you would recommend this all over the area as described above for dryness and dullness?

has it had any effect on breakouts/blackheads? just curious

Yes. I generally only use it on my face, neck, and shoulders, but I'm sure you could use it anywhere.

I've never had a problem with blackheads, so I can't speak to that, but I think the scrub does a good job of keeping breakouts away.
