Answer: A company's board of directors. If a CEO doesn't promise to keep costs (salaries) down, he won't be hired.

Who hires the board of directors?
Answer: They are voted into office by a company's shareholders.

Who controls the shareholder votes?
Answer: Hedge Funds and Institutional Investors (e.g. retirement pesion plans and university endowments). CalPers has 171 BILLION under its management. Harvard's endowment is 35 BILLION!!!

The fact is the studios weren't willing to bargain with the writers at all. The Guild kept conceding and conceding, but you can't have bargaining talks if one side refuses to make an effort to appease the other side. It's too bad this had to happen, but the writers already got screwed over on VHS/DVD sales. And aside from the big time writers, most of these people live paycheck to paycheck, so it's only fair they get a cut of what the studios are making...
