"In Vajrayana Buddhism, the most important pilgrimage sites are categorized into the 24 lands, 32 sites and the 8 great cremation grounds, which together make the 64 holy sites. Though we consider places like Taktshang, Singye Dzong, Tsho Pema, etc.. holy and sacred, they are not in the list of 64. They are only sacred because great masters of the past visited those places, practiced there and blessed them.
The 64 sites however are scared and blessed because of the land itself. For example, the 24 lands represent the different body parts of the Vajravarahi Dikini. The Kangra Mandir is said to be the tip of her head, while the Kullu valley is her knee, the Rameshwari temple (southern tip of Tamil Nadu) is said to be her secret place, Bodhgaya is said to be her naval, etc. These parts then correlate to the different charka points on the practitioner's own body.
Interestingly in these 64 sites, not only is the main temple considered sacred but the whole valley (200 km radius) falls into the site. "
