Snoop

So I found this runaway beagle the other day, and realized it's the second time in two years at Bloomsburg that I've found this dog. The other time it was wandering around in the lobby of Elwell dorm on a rainy November night, cold and wet. When the cop came, all that happened was that I put him back inside the fence he'd burrowed under and the cop went to go tell them what'd happened. I was suspicious then, and sort of decided I'd keep an eye out to see if the critter was being treated alright.
So now I'm a understandably a little more worried about the pooch's welfare, but I don't really have any surefire way of knowing that something bad's going on. I wouldn't want someone to see Spike run out the door then call the SPCA on me because they'd decided I was being abusive or neglectful. I have the name and phone number of the owners (who weren't home when I got there), and I even informed the neighbor with whom I left Bronson (yes, as in "Charlie Bronson's always got some rouwpe") that the owners should probably expect a call from me, but I haven't decided if my nose is big or pointy enough to stick in their business. Opinions?
