The characters weren't developed at all, the plot wasn't developed at all, and there was no resolution. It was a potentially impressive social commentary tucked into a very nice looking action movie. It was a very shallow movie, and could have been so much better than it was. There several scenes that were either completely unnecessary, or way too drawn out, and then there were other scenes that were cut short that could have helped the story.

Also, the end of the movie gives a feeling that something has been resolved, when really nothing has. Maybe that's why people leave it wanting more resolution.
Nah, I just think that people are so conditioned by typical Hollywood to expect resolution when sometimes its better to leave things open-ended. :P
Anyway, I'm with you on a lot of things. It was definitely lacking in some areas (ie, what the hell was up with the Human Project? There was almost no explaination or discussion of that at all), but I was still impressed with the visuals, the sound, and a couple of the performances-- come on, the pregnant girl did awesome.
The production and the action scenes were amazing, and I might have even liked the movie if I hadn't watched the trailer, but the trailer makes you think it's going to be some great movie with an amazing story, and it's not. It's a well done action movie, with very little emphasis on the story.

I give the idea an A, I give the execution an F.
