(I think I'm beginning to develop a history of sending user feedback to government organisations...such as, uh, the SDU.)
Earlier this week I received a survey in the mail from the Gifted Education Branch, trying to find out what former
Gifted Education Programme students were doing, what awards they had won, which competitions they had taken part in, patents, organisations, etc.
I felt this was a grossly inadequate assessment of the desired outcomes of a real education. So I dashed off this email to send the GEB some feedback.

I'm a former GEP student (RGS, class of 2000) and received the GEB's survey on student records for your longitudinal study. I note that the survey asks for details of awards, participation in competitions, patents, publications, organisation membership and volunteer service. But I'm a little concerned that this may not be enough information for a proper longitudinal study, if you are genuinely hoping to measure the GEP's outcomes.
Two of the GEP's goals are: "to develop a strong social conscience and commitment to serve society and nation" and "to develop moral values and qualities for responsible leadership". These are sound goals. Higher intellectual abilities do not necessarily make you a better person, but they come with the responsibility to be one - to reason out decisions and behaviour to the best of those abilities.
Yet these outcomes cannot be measured by patents, publications or prizes; but by what former GEP students are like as adults, how we treat others, and the ideals and values we hold. For example, two teaching-scholarship holders may look the same on paper, where qualifications or awards are concerned, but one may be counting down the days to the end of her bond while the other may be well and truly passionate about her students and her work.
My question is: How is the Gifted Education Branch measuring the extent to which these particular goals are met, what proxy measures does it use to do so and what is the validity of these measures?
