Anyone know anything about gifs?.....

This says it's a jpg file, but I really want it made small and square (bottom of pic cut off) and into a icon. Does it have to be changed to a gif for that.
I really have no idea.....?
Anyone on my friends list capable of doing it for me? PLEEEEASE?
Otherwise, I have the pics here, if it's easier to do from scratch.....?
