[first, what the PokeGear sees: A little girl (AKA Pearly Fey) wandering in the dark the night before her party arrives in Violet City, looking distant. Almost like she's sleepwalking. Who knows who's holding the Gear--she doesn't look at it, not once.
And every so often, the clouds covering the moon shift aside entirely, and in the moonlight you see this face over her own, just briefly until the cloud cover returns.
