Harvey's just been laying low for most of the week, making quiet inquiries, stocking up on supplies for Judah (and his brother, if he needs them)... and doing very little else. It's a sharp contrast from the frantic rush of inquiry and acquisition that came before it, but it's just as necessary. Laying low, giving the police and the mob and the vigilantes in-between little reason to come looking for him before he's ready.
Halloween, though, is different. It can't be passed over. Even if Judah doesn't plan on wreaking his own brand of chaos on All Hallows Eve, there should be some kind of celebration. Some kind of commemoration of his progress, and some kind of launching point for what happens next.
He leaves early in the morning to go meet with Simon, wearing his hoodie and no makeup, a ski mask and a gun stuffed in his pockets. And when he comes back to the flophouse, quite a while later, he's toting two paper bags and grinning like some kind of madman.
"Let's go somewhere nice."
