A bear and a wolf do not have a flamethrower or access to mass biological warfare-- they are animals, and treated in a humane matter, when they harm people, mainly because they do not know or understand any better, and feel threatened. That's why animals harm people.

Comparing them to monsters who might have weaponry at hand is a bad comparison to create.

I'm referring to things like dragons. And if a dog bites someone, it is put down. Same principle. You kill an animal that is dangerous.
