Hey, ummm, was i taught wrong? I was taught that it was vas-y when saying to one person, and allez-vous for formal or group.....(sorry about the grammar....it gets to me if i've been taught to say the wrong thing from the start)

In your case,
“Go, go! Allez-y !” (12) Francis urged in a hushed tone
--> since Francis is kind of urging Antonio to go, I think vas-y is more suitable. Allez-y is less pushy than vas-y. It means more or less like 'go ahead'. For example if Antonio asks whether he could go or not, and Francis allows, most probably he would say Allez-y.
arghh, my French is not so good and I'm not very good in explaining, either. Hope that can help though.
