I've attached a list of locations that have particularly noticeable Lifestream disturbances. I think that should match well enough with whatever information you've compiled thus far. If there are any notable discrepancies, let me know.
This needs to be investigated further. I think it would be prudent to send people to each of the major sites to gather first-hand data. Once we've determined what, exactly, the problem is, we should be able to devise a way to fix it. Who from your side would be available for such an undertaking? I could offer some of the Turks, and I'm sure Hojo would find an interest.
