When he falls in love with Merlin, he's scared that Merlin will discover and think that he's less intelligent (WHICH HE OBVIOUSLY ISN'T).

So whenever Merlin does something particularly good, Arthur rewards by giving him a treat: the permission to kiss, lick, fondle, finger, etc the royal arse. This is a win/win situation, as they both love it.
